Detroit files for bankruptcy

Detroit, the cradle of America's automobile industry and once the nation's fourth most populous city, has filed for bankruptcy.

We wrote the following to Rick Warren, pastor of Saddleback Church on January 5, 2009.

"At one time the 'Big Three' were the largest employers in the world. Consider the downtown area of the City of Detroit and what every downtown area of every City in this Country will come to symbolize in the years ahead, with closed shops, deteriorating buildings and vacant office towers.

Developers and owners of shopping malls will not know what to do with the increased numbers of vacant stores and many malls will become disintegrating monuments and reminders of mankind's past riches."

In the 1950s, Detroit's population grew to 1.8 million people, many of whom were lured by plentiful, well-paying auto jobs. The City lost a quarter-million residents between 2000 and 2010. Today, the population struggles to stay above 700,000.

The result is a metropolis where whole neighbourhoods are practically deserted and basic services cut off in places.. Looming over the crumbling  landscape is a budget deficit believed to be more than $380 million and long-term debt that could be as much as $20 billion.

The City counts 78,000 blighted buildings and more than 30,000 defunct streetlights. If you are a Detroiter who needs a police officer, it will take almost an hour to get help, more than five times what it takes elsewhere in the United States. 40 year old trees are growing through the roofs of dilapidated houses.

Two thirds of all parks have closed since 2008. The power grid is deteriorating and one city-owned power plant has been idle for two years. 31 sub-stations need to be decommissioned.

The Police and Fire Retirement System is owed more than 1.4 billion. City workers have been warned that there will be significant cuts and that it cannot afford the $11.5 billion of pension benefits, retiree health-care coverage and unsecured debt promised to the city's unions and the investors holding its debt.
